In 2005, the Franco-American Commission for Educational Exchange in partnership with the French Ministry of Higher Education and Research and the Department of State created the Fulbright-Tocqueville Distinguished Chair award in commemoration of the bicentennial celebration of Alexis de Tocqueville’s birthday and the centennial celebration of Senator J. William Fulbright’s birthday.
The Distinguished Chair’s objective is to create, develop or reinforce Franco-American cooperative efforts in the fields or subject areas essential to the future French and American societies and the mutual understanding of their people.


puceFunding

The Distinguished Chair is financed in part by the French Ministry of Higher Education and Research through an allotted visiting professorship for the host institution and in part by a complementary living allowance grant paid from Fulbright program funding.  This allowance is paid directly to the grantee by the Franco-American Commission for Educational Exchange.



puceLength of Grant

The Distinguished Chair award is attributed for a year or a semester.  Two grant recipients can be selected on the condition that their stays take place during two different semesters.

puceGrant conditions

Monthly salary and Fulbright stipend:  approximately 6500 euros net per month.  Travel allowance and insurance provided for by the Department of State and the Franco-American Commission.



puceChair recipient responsibilities

The Distinguished Chair recipient commits to:

- Giving two weekly classes/seminars during the semester or a total of 60 hours per semester over a minimum of 12 weeks

- Giving at least three conferences per semester outside of the host institution of which at least one will be destined to a general non academic audience.

- Contributing to student counseling and guidance in the host institution.

- Evaluating the work of students attending proposed classes/seminars.



puceHost Institution Responsibilities

The host institution commits to:

- Preparing a welcome for the Distinguished Chair grantee deserving of a personality of the first rank.

- Furnishing an office, a computer and internet access.

- Facilitating housing in particular by checking possible availability of housing reserved for foreign scholars.

- Facilitating administrative procedures related to the stay.

- Making known the Distinguished Chair grantee’s presence within the institution.

- Facilitating the Distinguished Chair grantee’s visibility beyond the host institution by organizing joint presentations with other institutions.



puceResponsibilities of the Franco-American Commission for Educational Exchange (FACEE):

- FACEE is responsible for the publication of the Distinguished Chair information in the United States and in France.  This is done with CIES (Council on International Exchange of Scholars) in the United States and with the appropriate departments of the French Ministry of Higher Education and Research.

- CIES (Council on International Exchange of Scholars) is in charge of the reception, pre-selection and transmission of applications.

- FACEE organizes the final selection in accordance with current evaluation procedures.

- FACEE follows the grantee’s stay and coordinates with the host institution.

- FACEE is responsible for the transfer of the complementary grant allowance.



puceResponsibilities of the Direction des Relations Européennes, Internationales et de le Coopération (DREIC), of the Ministère de l'Enseignement supérieur et de la Recherche (MESR) or French Ministry of Higher Education and Research

- The DREIC organizes with FACEE the call for proposals in the French academic community.

- The DREIC organizes the Visiting Professor position for the host institution.

- The DREIC is responsible for the program’s evaluation.


puceSelection process

The host institution’s proposal for the visiting professor should be addressed to the American applicant no later than August 1, 2013.  The applicant will include it in the overall application.

ATTENTION:  Since 2010, the American applicant and the host institution work together to submit one application (the research scholar fills out the usual application and the host institution fills out the “host institution form”.

- Scientific quality of the project.

- Host Institution interest demonstrated in the invitation proposal.

- Contribution to the deepening of links between the French and American academic communities.

- Coherence of project conditions and strong support from the Institution’s top management.
