How to Apply
The Franco-American Commission maintains rigorous standards and awards grants based on the excellence of the proposal, the motivation of the candidate and the quality of the host institution.
For French candidates, all applications are first read by a committee of experts in each field. After a preliminary selection is made, a jury interviews those chosen in both French and English. The jury then submits its recommendations to the Fulbright Commission Selection Committee for final approval.
For American candidates, the Fulbright Commission is assisted by two independent institutions in the United States: the Council for International Exchange of Scholars (CIES) and the Institute of International Education (IIE). These two institutions pre-select the best candidates with the help of juries made up of university professors, professionals and Fulbright alumni. Their recommendations are sent to the Fulbright Commission in France which then submits the candidates' project proposals to specialists in France for evaluation. These specialists then submit their comments to the Fulbright Commission Selection Committee which makes a final decision.
