World Learning accepts and reviews applications year-round. Specialists are then matched with project requests from French institutions. French institutions may request a specific specialist (a named request) or describe the desired profile of the person they wish to invite, in which case World Learning will search the specialist database to find a suitable specialist.

French institutions interested in hosting a Fulbright Specialist must submit an application by April 15, 2019.

Priority is given to projects in Business Administration and Job Creation, Cyber Security and IT, Public Administration, Media Literacy/Countering Disinformation, Natural Disaster Response, and STEM fields.
