On October 15 1965, French president Charles de Gaulle signed the agreement with the Lyndon Johnson administration creating the Franco-American Commission for University and Cultural Exchanges. The agreement is in fact an evolution of the Fulbright France program created in 1948 toward a bi-national administration.
