The Franco-American Fulbright Commission coordinates the Fulbright Specialist Program in France. The program is administered by World Learning, and applicants should declare their candidacy for the Specialist Roster on the World Learning website. The Specialist Program welcomes scholars and professionals from a wide range of disciplines, listed on the World Learning site.

World Learning accepts and reviews applications year-round. Specialists are then matched with project requests from French institutions. French institutions may request a specific specialist (a named request) or describe the desired profile of the person they wish to invite, in which case World Learning will search the specialist database to find a suitable specialist.
French institutions interested in hosting a Fulbright Specialist must submit an application by June 30, 2025. The projects must take place between January 1, 2025 and December 31, 2025.
Specialists should have expertise in one of the following fields:

- Biology Education
- Business Administration
- Chemistry Education
- Communications and Journalism
- Computer Science and Information Technology
- Economics
- Education
- Engineering Education
- Environmental Science
- Law

- Physics Education
- Political Science
- Public Administration
- Public/Global Health
- Social Work
- Sociology
- Urban Planning
Priority is given to projects in Climate Change, Entrepreneurship, Public/Global Health, Cyber Security and IT, Public Administration, Media Literacy/Countering Disinformation, Disaster Response, and STEM fields.
Individuals interested in serving as a Fulbright Specialist must meet all eligibility requirements including:
- Be a U.S. citizen;
- Have significant experience in one of the eligible disciplines, as demonstrated by professional, academic, or artistic achievements.
